Ukraine Requests Massive U.S. Arms Support Through NATO
KYIV, October 15, 2025 — Ukraine will require between $12 billion and $20 billion in military assistance next year under a new NATO program to purchase advanced U.S. weaponry, Defence Minister Denys Shmyhal announced on Wednesday.
Speaking at a defence summit in Brussels, Shmyhal outlined Ukraine’s defense priorities as the war with Russia enters another winter campaign. He emphasized that the upcoming year’s support will be critical for maintaining battlefield momentum and deterring further Russian aggression.
NATO’s New Weapons Procurement Initiative

Through this program, Ukraine would gain direct access to U.S.-manufactured weapons systems, including long-range artillery, air defense platforms, and precision munitions.
“Ukraine’s needs remain immense. We’re counting on our allies to sustain the momentum,” said Shmyhal during his Brussels address.
Ukraine Targets 10 Million Drones by 2026
In a bid to reduce reliance on foreign defense suppliers, Shmyhal revealed plans for Ukraine to produce up to 10 million combat and reconnaissance drones by 2026—if international partners continue to provide sufficient funding.
The minister noted that domestic drone manufacturing is one of the key pillars of Kyiv’s new defense strategy, enabling Ukraine to counter Russia’s numerical advantage with advanced technology and autonomy.
Need for Long-Range Artillery and Ammunition
While emphasizing the drone initiative, Shmyhal also underscored Ukraine’s urgent need for long-range artillery shells to counter Russian positions and maintain pressure across the front lines.
He warned that without steady ammunition supplies and long-range strike capabilities, Ukraine risks losing tactical ground gained earlier this year.
Allies Urged to Maintain Financial and Military Support
Shmyhal’s remarks come as Western nations debate the scale and sustainability of long-term assistance to Kyiv amid mounting global security challenges.
